I do not think that such version of .NET Framework exists (see e.g. en.wikipedia.org/wiki/.NET_Framework ).

We currently only support .NET Framework 4.5 and later. Earlier QuickOPC versions (5.23) also supported .NET Framework 3.5 and 4.0, and may still be available from our resellers (e.g. under the name of OPCData.NET from www.softwaretoolbox.com), but not from us. And, support for them will end in January 2016.
