OPC DA under .NET Core (on Windows) is available since QuickOPC version 2020.3:

There is no formal roadmap, but OPC DA in .NET Core (on Windows) could come in 2021.

OPC HDA (if you mean OPC Classic) is not in any plans.

This is in mid-term plans - if feasible; but no fixed date yet. Obviously, it will only work in .NET Core under Windows.
(OPC XML-DA already works in .NET Core, both Windows and Linux).
